I know that asking for faction-specific governments is a stretch, but then let's make the ones we have good enough to keep. Sure, Democracy lets you have 3 Senate leaders at once, and three leveling parties as well, but there really isn't enough influence in the early game to allow fully making use of their benefits versus a Republic. I'll rank it on par with Federation, since I prefer having some more significant control over 2 parties than having 3 parties that you have limited control over.
